PARADE INSTRUCTIONS

UNITED NATIONS PEACEKEEPER DAY CEREMONY (1st revision, 28 July 06)  (2nd revision, 1 August 06) (3rd revision, 3 August 06)

6 AUGUST 2006

    GENERAL

  1. On the 6th August, The Ottawa Chapter of the Canadian Association of Veterans in United Nations Peacekeeping (CAVUNP), the Korean Veterans Association (KVA), the Airborne Regiment Association of Canada (ARAC) and the RCMP will honour serving Peacekeepers and the memory of those who have fallen in the Service of Peace. This ceremony coincides with the Ontario Provincial Government and the city of Ottawa proclamation of United Nations Peacekeeper Day (9 Aug) and has been traditionally observed at the National Peacekeeping Monument “Reconciliation” since its dedication in 2004.


  2. The ceremony will formally commence at the National Peacekeeping Monument on Sussex Drive at 1400 hrs, with detailed timings shown below.
  3. REVIEWING OFFICER

  4. The Reviewing Officer will be The Honourable Gordon O’Connor, MP, Minister of National Defence
  5. PARADE COMMANDER

  6. The Parade Commander will be Colonel (Rtd) Bob O’Brien, CD
  7. SEQUENCE OF EVENTS

  8. The following activities will take place as close as possible to times indicated:
    • 13:50 hrs. Under the direction of the Parade Marshall, Mr Joe Drouin MMM CSTJ, CD all Veterans parading will assemble in front of the Monument at the top of the stairs.
      13:52 hrs. Parade formed up in three ranks. Parade Marshall briefs.
      13:53 hrs. Spectators standing on the right side facing the Monument (under the trees)
      13:54 hrs. Colonel ( Rtd) Bob O’Brien, CD Parade Commander, on Parade.
      13:55 hrs. March on all the flags along side the front wall
      13.58 hrs. Arrival of the Reviewing Officer The Honourable Gordon O’Connor, Minister of National Defence
      14:00 hrs. General Salute followed by National Anthem when Reviewing Officer is in position facing the Parade.
      14.02 hrs. The Honourable Gordon O’Connor, Minister of National Defence will inspect the troops
      14:10 hrs. Opening remarks by the Master of Ceremonies (MC)

      14:13 hrs Presentations will be made to the Perron family and which will be accepted by Mrs Claudette Perron, oldest sister of Para Gilbert Perron killed on the 6 Aug 1974 in Cyprus

      Presentations will be made by The Honourable Gordon O’Connor, National Defence Minister for the following:

      a. United Nations Forces in Cyprus Medal

      b. Canadian Peacekeeping Service Medal

      c. Memorial Cross

      d. Dag Hammarskjold medallion

      14:18 hrs. Act of Remembrance in English and in French,
      Mr. J.P. Riendeau

    This year, we are celebrating the 50th anniversary of the forming of the United Nations Emergency Forces in Egypt in 1956 as a result of the efforts of Lester B. Person, Foreign Affairs. He was eventually awarded the Nobel Peace Prize.

    32 years ago, today,  Para Gilbert Perron gave his life while serving with the Canadian Airborne Regiment on Peacekeeping duties in Cyprus. He was shot at a check point on the green line.

    Today, we would like to commemorate the crew and passengers of Buffalo Aircraft # 115461 of 116 Air Transport Unit who gave their lives on the 9 th Aug 1974 when their Aircraft was shot down over Lebanon. Their names are:

      - Capt GG Foster, CD 116 ATU, A/C Capt
      - Capt KB Mireau 116 ATU,  Pilot
      - Mcpl RC Spencer 116 ATU , Flight Engineer
      - Cpl BK Stinger 116 ATU,  Traffic Technician
      - Capt BB Wicks, CD 116 ATU,  Passengers
      - MWO CB Korejwo, CD RCR
      - MWO G Landry, CD R 22e R
      - Cpl MHT Kennington Steward
      - Cpl MW Simpson 116 ATU

    This is the greatest loss of Canadian Peacekeepers ever suffered in a single event and is deserving of National Recognition.

      14:25 hrs. Prayer for peacekeepers by Canon David Saunders. Canon (Maj Ret'd) Saunders was the Padre deployed in Cyprus 1974 when the deaths being observed this day occurred. Appropriately, he has accepted the tasking as it has great personal significance for him and for The Airborne Brotherhood.

      14:32 hrs. Reveille
      14:34 hrs. Lament
      Note: Canadian Flag raised to full staff
      14:36 hrs. The Minister of National Defence escorted by:  Mrs Claudette Perron and Sgt (Rtd) Michel Plouffe, SC, CD, places flowers in mortar tube at the base of the monument
      14:40 hrs. Special presentation - Ottawa Chapter President - Barry Helman
      14:48 hrs Introduction of the Minister of National Defence
      14:51 hrs. Address by the Minister of National Defence
      14:58 hrs. Reviewing Officer, facing the Parade, General Salute, followed by the Royal Anthem “God Save the Queen”
      15:00 hrs. March off the Flags
      15:02 hrs. Parade is dismissed in place.
      The Minister of National Defence meets informally with guests and Veterans
      15:15 hrs. Departure of guests, and veterans. All members will RV to the Earl of Sussex Pub across from the Peacekeeping Monument.

  9. The following are expected:

    MUSIC

  10. The Music will be provided from The Governor General Foot Guards under Major Bill Grimshaw. The Piper Music will be provided by the Canadian Forces Central Band., co-ordinated by BCWO Bob Pellerin, MMM, CD
  11. Music will be provided on Tape for the following:

    • March On the Flag
    • General Salute
    • National Anthem
    • Inspection
    • Abide with me (during the laying of the flowers)
    • General Salute follow by “God Save the Queen” and
    • March off the Flag

    DRESS

  12. Summer dress will be as follows:
    • UN beret with CAVUNP hat badge,
    • - Short sleeved white shirt with CAVUNP slip on
      • - undress ribbons - left side
        - skill badge above ribbons,
        - name tag - right side
    • CF Uniform with medals and/or Associations dress with full accoutrements.
    • Association dress - as per their instructions
    • Summer dress for members of the Airborne Regiment Association of Canada is a maroon golf shirt with grey or navy blue pants.  Airborne maroon blazers may be worn but may not be suitable for extremely hot weather.  Also to be worn are maroon berets with hat badge and full size medals. 

    SPECTATORS

  13. Military personnel in uniform, Association members wearing headdress and spectators not on parade will stand and/or salute during the following occasions:
    • Arrival of Reviewing; stand
    • March on the flag ;
    • General Salutes; stand - followed by the
    • National Anthem; stand/salute
    • Act of Remembrance; stand
    • Prayer for Peacekeepers; stand
    • Last post; salute
    • Two Minutes Silence; stand
    • Lament; stand
    • Reveille; salute
    • Placement of Flowers; stand
    • General Salute: stand - followed by
    • God save the Queen; salute
    • March off the flags
    • Departure of Reviewing; stand

  14. Parade support will be performed as follows:

  15. Underground parking is recommended at the National Gallery immediately NORTH of the Monument on Sussex drive.

  18. Parade Marshall will brief the participants during assembly from 13.45 hrs 6 Aug.
  19. All peacekeepers members are encouraged to attend the ceremony/parade with their families, spouses and friends.
